Can you walk? No, walking directly out of the industrial container terminal zone is not permitted on foot for security reasons. History of La Spezia
Although inhabited since antiquity, La Spezia remained a small fishing village for centuries until the mid-19th century, when the visionary statesman Camillo Benso, Count of Cavour, selected its naturally deep and sheltered gulf to construct the massive Royal Naval Arsenal (Arsenale Militare Marittimo). What can you realistically do yourself?
La Spezia is excellent independently if you respect the port-shuttle layer. Cinque Terre is simple by train, Portovenere by bus / boat, and the city itself is walkable. Pisa is realistic on a long call; Florence is much more aggressive.
